The Qikiqtani Inuit Association (QIA) is looking for an organized and motivated individual to join the Department of Lands and Resources as Administrative Officer, IIBA.

The Mary River Inuit Impact and Benefit Agreement (IIBA) was negotiated between Qikiqtani Inuit Association (QIA) and Baffinland Iron Mines in accordance with the Nunavut Agreement. The Nunavut Agreement gives the Regional Inuit Associations the power to negotiate IIBAs. QIA negotiates IIBAs on behalf of Qikiqtani Inuit. The Mary River IIBA was first signed in 2013 and was amended in 2018. The IIBA outlines the rights and benefits that Qikiqtani Inuit are entitled to. The IIBA addresses important considerations such as Inuit employment and training, support for communities, project monitoring and environmental mitigation measures, and contracting opportunities.

The IIBA Administration Officer provides logistical and administrative support for the department, including  organizing the Annual Project Review Forum by arranging logistics, developing agendas, scheduling participants, booking venues, arranging audio/visual and translation services, identifying and communicating with Elder and Youth community representatives, and circulating materials.

Reporting to the Inuit Impact and Benefit Agreement (IIBA) Manager, the IIBA Administration Officer is responsible for coordinating communications between the QIA and Baffinland with respect to the implementation of the IIBA. The IIBA Administration Officer is expected to attend all IIBA Committee meetings – both in-person and teleconferences. This position provides administrative and logistical support to the department, for committee meetings, and related events.  Responsibilities include processing correspondence, serving as a point of contact, filing and managing information systems, processing expenditures and invoices, arranging travel and supporting departmental activities.  The incumbent is also responsible for developing and implementing a records management system for exchanged materials. This position maintains updated versions of the IIBA Implementation Guide and the Annual IIBA Work Plan, as well as any tools that are developed to manage action items for one or more IIBA Committees.

Applicants must have 2 years of related administration experience to successfully manage the workload in this position.  Strong communication skills, interpersonal skills and ability to deal professionally and confidentially in a politically sensitive environment is also required.  Applicants must have working knowledge of the IIBA and be proficient in Project Management Software, Microsoft Office Suite and have an understanding of QIA’s role in the Mary River Mine project.

An Office Administration diploma is required. Project Management certification is a strong asset.  A combination of relevant education and related experience are acceptable qualifications.   An acceptable Criminal Record Check and clear Vulnerable Sector Check is required for this role.

Salary starts at $77,309 per annum. QIA offers competitive wages and benefits such as a Northern Allowance of $27,600 per annum. Housing is not provided.
