 Position Title: Manager, IIBA Implementation – Benefit Delivery

 As Manager of Inuit Impact Benefit Agreement (IIBA) Implementation, Benefit Delivery, you will lead the delivery, monitoring, and oversight of key benefit-related provisions of the IIBA for the Mary River Project. This role is central to ensuring Inuit receive meaningful opportunities and benefits from resource development. You will be required to co-chairs the IIBA Contracting and Employment Committee with Baffinland and participates in the Joint Executive Committee, oversee reporting on implementation activities and act as the main link between QIA and Baffinland.

The Manager work closely with other QIA departments to shape training, employment, and contracting programs, guide performance monitoring, and advance Inuit participation in all phases of the project. Responsibilities include coordination of IIBA-mandated programs such as the Wildlife Compensation Fund. The Manager supports the Inuktitut in the Workplace policy, prepares annual implementation budgets, and collaborates on shipping-related impact mitigation. This role contributes strategic advice to help resolve complex implementation issues and maintains strong relationships with partner organizations and regulatory bodies. The ideal candidate for this role will bring strong leadership, analytical and problem-solving skill, along with an understanding of Nunavut’s governance and socio-economic context. Monthly travel to remote locations is a requirement of this position.

What We Are Looking For

  • Collaborative leader with 2 years of experience managing projects and implementing agreements;
  • Experience in community relations, with strong facilitation and presentation skills;
  • Strong problem-solving and dispute resolution skills;
  • Experience in workforce development and training initiatives;
  • Well developed communication skills in Inuktitut and English are essential;
  • Proficiency in Microsoft Office Suite; and
  • Project Management Certification is an asset.

Generally, a Diploma in Inuit Studies, Social Sciences or a related discipline is required. A combination of relevant education and related experience may also be deemed an acceptable equivalency.  A satisfactory Criminal Record Check and clear Vulnerable Sector Check is required.

Salary range for this position is $96,450 – $ 141,460 per annum, plus a Nunavut Northern Allowance of $27,600 per annum. Housing is not provided.
